More than 16,000 people, in Estonia and abroad, took part in the big collective dreaming day (Hakkab Looma) on 3 May to imagine what Estonia could be like in 2050. Join the dreamers by submitting your dreams via the Citizen OS participation platform! The deadline to submit your dream has been extended to 20 June.

This civic project invites everyone to imagine life in Estonia in 2050. Powered by the secure Citizen OS participation platform, it offers a safe and open space for sharing ideas. Dreams are anonymous, private, and can’t be linked to individuals. While the official website of the Hakkab Looma is in Estonian, you can submit your vision in any language. The platform itself is available in Estonian, English, German, Russian, and Slovak.
Dreaming together gives us clarity about what we want to preserve from the past, what we’re ready to let go of, and what we want to create anew. Right now, we need a strong vision for the future to help us navigate today’s crises.
Who can take part?
Everyone who wishes to see a better Estonia for themselves or for their community! The dreaming is done in five categories:
Schools (Grades 1–4)
Schools (Grades 5–9)
Schools (Gymnasium level)
Groups and collectives
Individual dreamers
Simply pick the group that fits you and click “Add your idea”. You can also browse dreams shared by others.
What happens after 20 June?
Experts from the AIRE Centre and students from TalTech will analyse the collected dreams using artificial intelligence. The results will be shared with the public in August. The organisers will share the summary and key findings with the public and decision-makers, hoping these dreams will inspire smarter decisions.

Eva Truuverk, the leader of the Hakkab Looma initiative, said that as part of the “Let’s Do It” spring clean-up campaign, a total of 286 Dreaming Workshops have taken place, with 16,477 people envisioning Estonia’s future.
“These Dreaming Workshops were truly extraordinary – initial feedback shows that people want to see Estonia in 2050 as a place characterised by unspoilt nature, authenticity, and honesty. These are the values that will carry us through the current uncertainty,” said Truuverk.
“I am deeply moved by how seriously people from every corner of Estonia – from schoolchildren to adults – responded to the invitation to imagine the future of our country. Dreaming together gives us clarity about what we want to preserve from the past, what we’re ready to let go of, and what we want to create anew. Right now, we need a strong vision for the future to help us navigate today’s crises,” she added.
Project Timeline
- 20 March – Project launch & platform opens
- 30 April – National school dreaming event
- 3 May – National Dreaming Day with “Let’s Do It”
- 20 June – Platform closes; analysis begins
- August – Results presented to the public
Dreaming sessions are taking place in schools, libraries, and communities across Estonia – and more are being added. Additionally, dreamers can participate online.
